According to Gary North, in his book _Government by Emergency_, "The morbidly curious can pursue this topic by ordering the following books from the Government Printing Office: _Emergency Powers Statutes_, 93rd Congress, 1st Session (1973), also printed as Senate Report 93-549, _Executive Orders in Times of War and National Emergency_, 93rd Congress, 2nd Session (1974)." I just checked some more recent stuff from them, and they just seem to ignore these issues. :-) The "two-way radio" stuff I mentioned was sort of a joke; citizens able to communicate with each other about which roads the military has blocked would be anathema to FEMA...you are told to take a "portable radio" (i.e., AM/FM receiver) to "listen for official bulletins." :-) Point about "regularly contacting FEMA" was that the agency makes very little effort to "spread the gospel." _You_ have to contact _them_ for information...and some letters, as I learned, are never answered. We must keep in mind that FEMA's primary mission is _continuity of government_ in an emergency. Our survival, as citizens, is secondary. Subj : hoarding...
