Final Report of the Information Technology Security Strategy Steering Committee
Submitted to the Council for Administrative Renewal
February 1996
The Council for Administrative Renewal (CAR) Information Technology
Security (ITS) Strategy Steering Committee (SSC) has completed the
work plan related to identifying common requirements and identifying
common IT Security solutions that effectively and efficiently support
the business activities of the Government of Canada. This Final
Report of the CAR ITS SSC builds on the interim report dated June
1995, and is submitted to the CAR to:
- summarize the progress to date in advancing the concept of a
common approach to IT Security within the Government of Canada;
- provide the business rationale for investing in the component
parts of the IT Security Framework, including Advanced Card
Technology, Electronic Authorization and Authentication,
Confidentiality and Privacy, Firewall and Gateways, as well as a
Government Public Key Infrastructure already approved by Treasury
Board;
- identify opportunities for government/private sector partnering;
- identify major issues and critical factors for continuing the work
to implement common security solutions within government;
- described the process followed by the IT Security Strategy
Steering Committee and its associated Working Groups and Action Teams;
and
- present the Committee's conclusions, recommendations and a
proposed follow-on Action Plan for consideration by the CAR.
In addition, the report will make senior officials aware how the
implementation of the IT Security Strategy will support the
government's system of management control as it applies to IT systems
and environments and paperless business processes.
Significant progress has been achieved, support for the Government
Public Key Infrastructure is gaining momentum and expectations are
building within government for the implementation of other common IT
Security solutions to resolve the common requirements identified to
date. Strong, central leadership continues to be needed to ensure
that the expectations created by the CAR ITS SSC are met. The
Steering Committee looks forward to obtaining support from the CAR
with respect to the recommendations contained in this report.
